
The volunteer Board of Directors leads RBOA operations by managing Association records and business functions and ensuring member compliance with covenants and bylaws. Properties are organized into units, each governed by its own set of covenants that outline specific provisions and restrictions.
The Board’s goal is to equip members with the tools and resources needed to sustain a healthy, friendly, safe, and beautiful neighborhood.
All homeowners are welcome at monthly Board meetings, held the second Wednesday of each month at 6:30 p.m. (Niceville City Hall complex; March and November meetings at the Rocky Bayou Country Club clubhouse).

The President serves as the executive officer of the Association. In this capacity, the President presides over Board and membership meetings, signs official Association documents and correspondence, co-signs checks and other authorized financial instruments, and oversees the general management and operation of the Association.
Macey McMahon
The Vice President serves as the second-ranking executive officer of the Association. In the event of the President’s absence, disability, or inability to communicate, the Vice President performs the duties and exercises the powers of the President. The Vice President also presides over Board and membership meetings when the President is unavailable and carries out such other duties as the Board may assign.

Wendy Oleen
Manages the Association’s financial and administrative records, including budgeting, setting and collecting annual dues/assessments, tracking payments, and maintaining accurate books (via QuickBooks). Also oversees related functions such as estoppel requests and electronic payment options, while supporting general record-keeping and correspondence for the Board.

Chad Fuentes
Receives and investigates reports of restrictive-covenant violations, notifies homeowners (including by certified mail), provides opportunities to correct issues, and may recommend or levy fines in accordance with the Association’s bylaws. Also conducts periodic monitoring of the neighborhood and refers unresolved or repeated violations to the Association’s attorney when necessary.

Ben Ward
The dedicated Architectural Control page explains that the committee works to maintain community appearance and property values. Any changes or modifications (new houses, additions, pools, fences, sheds, decks, play units, etc.) require prior approval via application, and must comply with the unit-specific covenants. The ACC aims to review promptly (up to 30 days for new houses).

The Administrative Chair is responsible for the Association’s administrative functions. This includes handling administrative matters not specifically assigned elsewhere in the bylaws, coordinating meeting logistics (currently reserving the meeting room at Niceville City Hall or the Country Club and managing any schedule changes), ensuring the Association has the administrative supplies it needs, and supervising administrative staff if the Association ever employs staff (this is not currently applicable).
Rusty Ravenhorst
Oversees the upkeep and improvement of RBOA common areas and shared infrastructure, including neighborhood entrances, landscaping, tree removal or maintenance, Wava Park, and other community property. Coordinates necessary repairs (such as lake-related work the Association is responsible for) and supports beautification efforts to help keep the neighborhood safe, attractive, and well-maintained.
